ປັບປຸງຮ່າງຄູ່ມືຝຶກອົບຮົມວິຊາການລະບາດວິທະຍາສັດຕະວະແພດພາກສະໜາມ

ໃນວັນທີ 14 ທັນວາ 2022, ອົງການ ອາຫານ ແລະ ການກະເສດ ແຫ່ງ ສະຫະປະຊາຊາດ ປະຈໍາ ສປປ ລາວ (FAO) ໄດ້ຮ່ວມມືກັບ ກົມລ້ຽງສັດ ແລະ ການປະມົງ, ກະຊວງ ກະສິກໍາ ແລະ ປ່າໄມ້, ໄດ້ສໍາເລັດ ກອງປະຊຸມປັບປຸງຮ່າງຄູ່ມືຝຶກອົບຮົມວິຊາການລະບາດວິທະຍາສັດຕະວະແພດ ພາກສະໜາມ. ກອງປະຊຸມດັ່ງກ່າວ ເຊິ່ງໄດ້ຈັດຂຶ້ນເປັນເວລາ 3 ວັນ ລະຫວ່າງ ວັນທີ 12 ຫາ 14 ທັນວາ 2022 ຢູ່ເມືອງ ວັງວຽງ, ແຂວງ ວຽງຈັນ, ມີຊ່ຽວຊານວິຊາການ ສັດຕະວະແພດ 24 ທ່ານໄດ້ເຂົ້າຮ່ວມ. ກອງປະຊຸມດັ່ງກ່າວ ໄດ້ຮັບການສະໜັບສະໜູນໂດຍ ອົງການ ພັດທະນາສາກົນຂອງສະຫະລັດ ອາເມລິກາ (USAID), ເຊິ່ງເປັນສ່ວນໜຶ່ງຂອງໂຄງການ “ການຊ່ວຍເຫຼືອທາງດ້ານວິຊາການແບບຮີບດ່ວນສໍາລັບລະບົບສຸຂະພາບສັດເພື່ອຕໍ່ສູ້ຕ້ານກັບພະຍາດສັດທີ່ເກີດຂຶ້ນມາໃໝ່, ພະຍາດສັດທີ່ເປັນບູລິມະສິດ ແລະ ໄພຂົ່ມຂູ່ດ້ານສຸຂະພາບໃນ ສປປ ລາວ.” ເນື້ອໃນຂອງຫຼັກສູດການລະບາດວິທະຍາຂອງສັດຕະວະແພດຕ້ອງໄດ້ຮັບການປັບປຸງແກ້ໄຂຢ່າງຮີບດ່ວນເພື່ອໃຫ້ສາມາດແກ້ໄຂສະພາບການທີ່ກຳລັງເກີດຂຶ້ນຂອງພະຍາດລະບາດສັດຂ້າມແດນ ແລະ ພະຍາດຕິດຕໍ່ຈາກສັດສູ່ຄົນ ໃນເງື່ອນໄຂປະຈຸບັນໄດ້ຢ່າງທັນການ. ພະຍາດທີ່ເກີດໃໝ່ເຫຼົ່ານີ້ຂົ່ມຂູ່ການລ້ຽງສັດ ແລະ ເຮັດໃຫ້ເກີດຄວາມເສຍຫາຍດ້ານເສດຖະກິດຢ່າງຫຼວງຫຼາຍຕໍ່ບັນດາຊາວກະສິກອນ ແລະ ຜູ້ຜະລິດໃນທົ່ວປະເທດ. ການສືບຕໍ່ເຝົ້າລະວັງພະຍາດລະບາດສັດຂ້າມແດນ ແລະ ພະຍາດຕິດຕໍ່ຈາກສັດສູ່ຄົນແມ່ນມີຄວາມຈຳເປັນເພື່ອຮັບປະກັນການກວດພົບໄດ້ໄວ ແລະ ການຕອບໂຕ້ຢ່າງທັນເວລາ ເພື່ອສະກັດກັ້ນການແຜ່ລະບາດຂອງພະຍາດ. ຍ້ອນມີການກວດຫາ ແລະ ຕອບໂຕ້ຢ່າງທັນການ ແລະ ມີປະສິດທິຜົນ, ສປປ ລາວ ສາມາດສືບຕໍ່ສະໜອງຄວາມຕ້ອງການດ້ານສະບຽງອາຫານຂອງປະຊາກອນທີ່ເພີ່ມຂຶ້ນ, ພ້ອມທັງ ສາມາດຮັກສາບັນດາໂອກາດ ເພື່ອການສົ່ງອອກນຳອີກ. ທ່ານ ນາງ ວິໄລພອນ ວໍລະພີມ, ຫົວໜ້າກົມລ້ຽງສັດ ແລະ ການປະມົງ ໃຫ້ຮູ້ວ່າ ເຖິງແມ່ນວ່າ ການເຝົ້າລະວັງພະຍາດສັດ ແລະ ເຄືອຂ່າຍໄດ້ຖືກສ້າງຕັ້ງຂຶ້ນຢູ່ແຕ່ລະແຂວງແລ້ວກໍຕາມ, ແຕ່ເນື້ອໃນວິທີການດຳເນີນການເຝົ້າລະວັງ ແລະ ການລະບາດຂອງພະຍາດສັດຢູ່ພາກສະໜາມຍັງຕ້ອງໄດ້ຮັບການປັບປຸງໃຫ້ດີຂຶ້ນຕື່ມ ເພື່ອສືບຕໍ່ເຝົ້າລະວັງ ພະຍາດສັດລະບາດສັດຂ້າມແດນ ແລະ ພຍາດຕິດຕໍ່ຈາກສັດສູ່ຄົນ ຢູ່ໃນປະຊາກອນສັດລ້ຽງໃນປະເທດ. ໂດຍສະເພາະແມ່ນກໍລະນີພະຍາດສັດທີ່ເກີດຂຶ້ນໃໝ່ ແລະ ກັບມາເກີດຄືນໃໝ່ ເຊິ່ງຍັງສືບຕໍ່ສ້າງຄວາມສ່ຽງຕໍ່ສຸຂະພາບສໍາລັບປະຊາກອນສັດລ້ຽງໃນປະເທດ. ທ່ານ ດຣ. ລີໂອ ລ່ອດ, ຫົວໜ້າທີ່ປຶກສາດ້ານວິຊາການຂອງສູນສຸກເສີນເພື່ອຄວບຄຸມພະຍາດລະບາດສັດຂ້າມແດນ (ECTAD) ຂອງອົງການ FAO ປະຈໍາ ສປປ ລາວ ໄດ້ຮັບຮູ້ເຖິງຄວາມສຳຄັນຂອງການພັດທະນາ ແລະ ການປັບປຸງຄູ່ມືຝຶກອົບຮົມວິຊາການລະບາດວິທະຍາສັດຕະວະແພດພາກສະໜາມ. ໃນກອງປະຊຸມ 3 ວັນນີ້, ທ່ານໄດ້ຮຽກຮ້ອງໃຫ້ບັນດາຜູ້ຊ່ຽວຊານຈາກຂະແໜງການຕ່າງໆທີ່ກ່ຽວຂ້ອງ ຈາກ ພາກລັດ, ພາກເອກະຊົນ ແລະ ສະຖາບັນການສຶກສາ ໄດ້ປະກອບຄຳເຫັນ ຕໍ່ກັບ ບັນດາບົດ ແລະ ເນື້ອໃນພື້ນຖານທີ່ເພີ່ມເຕີມຂຶ້ນໃນຮ່າງຄູ່ມືວິຊາການລະບາດວິທະຍາສັດຕະວະແພດ ພາກສະໜາມ ທີ່ໄດ້ສ້າງຂຶ້ນໃນກອງປະຊຸມປຶກສາຫາລືທີ່ໄດ້ຈັດຂຶ້ນກ່ອນໜ້າ ໃນ ເດືອນມີນາ 2022 ທີ່ຜ່ານມາ. ພາຍຫຼັງສໍາເລັດການກວດແກ້, ປຶ້ມຄູ່ມືສະບັບນີ້ຈະຖືກນໍາສະເໜີຕໍ່ກົມລ້ຽງສັດ ແລະ ການປະມົງ ເພື່ອຮັບຮອງ. ພາຍຫຼັງໄດ້ຮັບການອະນຸມັດແລ້ວ, ກົມລ້ຽງສັດ ແລະ ການປະມົງ ຈະໄດ້ດຳເນີນການຝຶກອົບຮົມຕ່າງໆໃຫ້ແກ່ບັນດາໜ່ວຍງານພາກລັດທີ່ກ່ຽວຂ້ອງ ທັງຂັ້ນແຂວງ ແລະ ຂັ້ນເມືອງ, ເພື່ອເຮັດໃຫ້ນັກວິຊາການສັດຕະວະແພດພາກສະໜາມ ໄດ້ຍົກລະດັບຄວາມຮູ້ວິຊາການດ້ານການເຝົ້າລະວັງ ແລະ ລະບາດວິທະຍາພາກສະໜາມໃຫ້ດີຂຶ້ນຢ່າງຕໍ່ເນື່ອງ.

The three-day workshop, organized between 12 and 14 December 2022, in Vangvieng District, Vientiane Province, was attended by 24 technical veterinary experts. This work is kindly supported by the United States Agency for International Development (USAID), as part of the “immediate technical assistance for animal health systems to address emerging and priority zoonotic diseases and health threats in Lao PDR” project. The content of the veterinary field epidemiology curriculum needed an urgent revision to reflect the current development of the emergence of trans-boundary animal diseases (TAD) and zoonotic diseases (diseases of animals infecting humans). These new diseases threaten livestock production and cause huge economic losses for the farmers and producers in the country. Continuous vigilance of TADs and zoonotic diseases is crucial to ensure early detection and timely response to contain the spread of infection. With timely and effective detection and response, Lao PDR could continue to serve an increase in the population and their demand on food, while maintaining an exporting opportunities. Mrs. Vilayphone Vorraphim, Director General of the Department of Livestock and Fisheries, expressed that even though the animal disease surveillance and its network have been established in every province, the content on how to conduct the surveillance and veterinary field epidemiology needed to be updated to keep vigilant for TADs and zoonotic diseases in the livestock population in the country. This is especially the case with the new emerging and re-emerging TADs and zoonotic diseases which continue to impose health risks for livestock population in the country. Dr. Leo Loth, Chief Technical Advisor for FAO Laos’ Emergency Centre for Transboundary Animal Diseases (ECTAD), also acknowledged the significance of the development and revision of the veterinary field epidemiology training modules. During the three-day workshop, he strongly urged experts from relevant sectors, namely government agencies, private sector and academics, to comment and agree on additional chapters and contents of the basic field veterinary epidemiology manual, which has been built upon on the version previously drafted during the first sensitizing workshop organized in March 2022. On completion of the revision, the manual will be presented to the Department of Livestock and Fisheries for endorsement. Once approved, the Department of Livestock and Fishery will conduct a series of training among relevant government agencies at provincial and district level, in order to ensure that the staff are equipped with updated knowledge on surveillance and field epidemiology.
